Steam international is not blocked in China, Chinese customers can still buy games from Steam international, and Valve would be paying taxes and payment processing fees to the Chinese government and chinese payment processors for those sales. Otherwise the International Steam has nothing to do with CCP because they will if not already blocking it from being accessible within China.
The only project that I am aware of that is a 'project' involving both CCP and Valve is Steam China.
